Indeed concern was expressed outside the House. I suspect that much of it was somewhat uninformed in the sense that many of those who expressed concern were not aware of the promises and undertakings given by the then Minister on Second Reading that there would be more safeguards—and there will be if the amendments are passed. I speak in favour of the amendments, but I caution my hon. Friend, the present Minister, to be careful that the pendulum does not swing too far the other way so that, if I am fortunate enough still to be a Member in five years’ time, I will have to take part in a debate in which people say that the 2006 Act had got rid of only 21 regulations in contradistinction to 19 or whatever it was under the 2001 legislation. Frankly, that will have wasted a whole bunch of the House’s time.
