Legislative and Regulatory Reform Bill

I am extremely grateful. I think that my right hon. and learned Friend is being a little too sanguine about the nature of the House. We have experienced landslide Governments in recent years. The optimism and enthusiasm of an incoming Government with a large majority does not weigh with the proposition that my right hon. and learned Friend is raising. They are enthusiastic and determined.
