I do not believe that that is the case. Subsection (2) of the new clause states that the"““purpose is removing or reducing any burden, or the overall burdens, resulting directly or indirectly for any person from any legislation.””"
The provision could not be used to increase the burden. However, the burden may increase for someone in the system, even if it is reduced overall.
