We will come to that amendment, but the Minister’s initial judgment is not the beginning and end of the process. There are a series of safeguards, including the verdicts of the Select Committees, the consultation that must take place and the other safeguards in the Bill, so no order will be based purely on the Minister’s opinion, reasonable or otherwise.
