My Lords, I do not wish to detain the House, but it is important that the message goes out to the people of Northern Ireland, to the Police Service of Northern Ireland and to potential recruits to the Police Service of Northern Ireland that although the Bill will pass in this House today, the Government will oppose the Bill in the other place.
