Once again, that was a very helpful reply. Of course, I realise that the Healthcare Commission as an independent body needs to be able to act within its own discretion and that being over-prescriptive, particularly on the face of the Bill, is not appropriate. If my amendments are prescriptive—I appreciate that they are in some respects—they were intended to be very lightly so. But I note the Minister’s points in arguing against them. Particularly, I note for my own future reference the concept of signposting as distinct from a substantive legal point being made—a legal power being granted in the Bill. The notion of signposting is an interesting one and I will store that away for future deployment.
I shall read Hansard carefully to see what the Minister has said. It is unlikely that we will return to this issue on Report, but the Minister will understand if I reserve that option just in case. In the meantime, I beg leave to withdraw the amendment.
