I thank the Minister for that reply, and I am heartened by what he said about the Healthcare Commission and its ability to raise matters. It is important to put that discretion on the record, not least because this subject fluctuates in its political importance, and it is therefore necessary to make sure that what is being proposed will now, and for the foreseeable future, be based on professional estimates and assessments of what is necessary and what is good practice, and that future versions of the code of practice will similarly be based on as much clinical evidence as possible. I beg leave to withdraw the amendment.
