I thank the Minister for that answer. I was very pleased that he said that the consultation had been delayed—I believe that I have understood that correctly—because one of my concerns was that the independent sector would be required to meet these new standards half-way through a financial year, and they are not without cost. It seemed to me that that was wrong. It is beneficial that we are talking about both sectors having to meet these new burdens from the beginning of the financial year 2007. With that, I beg leave to withdraw the amendment.
