I just want to correct the noble Lord. A number of noble Lords said, ““The Minister has let the cat out of the bag: the Government are planning to raise the age to 21””. That is what was said. That was why I made my mildly jocular remarks. I said, ““We””. When the noble Lord reads Hansard, he will see that I said, ““We must keep our paranoia levels at manageable proportions””. That is all of us. I was the one who was accused of hatching a plot on behalf of the Government.
