I think the noble Lord spoke with considerable moderation. I listened to what he said, and I assumed that he was going to get the assurance that he wanted from the Minister. I was particularly disturbed to find that he did not get it. I strongly urge the Minister to take the opportunity to think about this again and see whether he might want to give us the assurance we want on Report. This is not the sort of thing that ought to be dealt with in this way. I urge him to consider this matter again before Report and give my noble friend the assurance that he was looking for.
