The Minister will be as aware as the rest of us that the reason local authorities give for large council taxes is that governments pile operations upon them without giving them suitable recompense through the rate support grant, or whatever the modern equivalent is. I am sure that the Minister will say that that is not a reason, it is an excuse; none the less it is around and it does abound.
Given that the enforcement authority is most likely to be the environmental health officers—I am sure that the Minister will confirm that—can he guarantee that, since extra personnel, at the very least, will be required for policing smoke-free pubs, clubs and covered buildings, extra money will be given to local authorities for that purpose?
