I am grateful to the Minister. In that case, I have misunderstood the Explanatory Notes, which seemed to suggest that the Health and Safety Executive would have enforcement powers. If I have misunderstood that, I apologise, and we have covered the ground for the time being. I shall reflect at greater leisure on what the Minister has told us.
