The noble Lord’s amendment is in many ways similar to my Amendment No. 3. All I will say at this stage is that I am particularly keen in a few moments to move Amendment No. 4, which is extremely important. I certainly support what the noble Lord said in moving the amendment. If we are to have this experiment, I would much prefer that it was for one year rather than three years, but I will come to that in a few moments.
