I thank the noble Lord, Lord Campbell-Savours, for his suggestion. We are having an interesting debate on this. In my career I have seen many EROs of all different sorts, shapes and sizes and I have seen them behave in different ways. They are a very worthy group of people. There is no doubt that many of them could learn from the best practice of others and improve the situation. They could also encourage participation in voting. I am grateful to hear that the figure is only £3,000. At least it is better than nothing, as it is at the moment. I am very grateful for that suggestion, but I think we could strengthen this and make it more important in the Bill. We all want to encourage participation in voting and it is part of the Bill. I hope that the Minister will take up the suggestion and see if there is something on which we can all agree to promote the use of good practice. I beg leave to withdraw the amendment, and I hope we hear more about it in the future.
