I completely agree with what the noble Lord has said because it was subsections (1) and (2) which caused me all the concern I had when we were discussing Clause 9 on registration officers. I was worried that electoral registration officers would hide behind those words later on and then seek to reinterpret the intention of the Government under Clause 9. The discussion about one or more and so on was because of those words later on. I appeal to my noble friend to please close down the opportunity of people hiding behind those words.
