It is not particularly that I feel strongly about it; I feel as strongly about this as about loans. It just seems to me that it will be essential to block this particular loophole because it is such an entirely obvious way around it. I hope the consensus will extend to this. If it does not, we will be pressing an amendment on Report to add a requirement to treat guarantees and other forms of security as donations, as well as loans.
