Electoral Administration Bill

I thank the noble Lord, Lord Rennard, for his contribution and the Minister for her response. This is clearly a matter of some importance. There are moral and ethical issues as well as human rights issues to be taken into account here, and there is certainly the question of how society perceives people who have had their liberty restricted or taken away as a result of an offence that is serious enough for that to have happened, and whether they should continue to have the right to vote during their sentence. I hear what the Minister says and would like to have some further thought on the matter before deciding whether to return to the matter at Report. But I understand what she said about the consultation process, and that any debate that takes place in both places would be taken into account. Perhaps then it would be right to return to the matter but, for today, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clauses 39 to 41 agreed to.
