I dug out the speech that I gave in the debate last year which was led by my noble friend Lord Lipsey when we went through what one can achieve with some of the different voting systems, depending on the priorities. I shall resist the temptation in Committee to do that. The noble Lord, Lord Hanningfield, makes an important point about how to ensure that people understand what they are doing. As the noble Lord will know, we welcome the role that the Electoral Commission has played in this. The analysis of the mayoral elections involved complexity and a lack of familiarity with what was being asked.
