I am happy to include this in our discussions. The noble Lord, Lord Goodhart, has made a very valid point about when a referendum campaign begins. One could argue when an election campaign begins too. As we are to talk about the general principle of when funding is to be included, we might as well include this and have a broad debate, which I think is what the noble Baroness was seeking to achieve by tabling her amendment.
