I understand what the noble Baroness is after in this amendment and it has some force. First, it is quite plain that any referendum campaign will last more than 28 days, so there is not the same uncertainty as to when the period begins. Any referendum will certainly be announced more than 28 days before it happens. Secondly, there will be considerable difficulty deciding exactly when a referendum campaign has begun. It does not seem to me that the date would be easy to fix. Does it begin when the Government announce a general intention to have a referendum, which may be months ahead, or at some later date and, if so, when?
