moved Amendment No. 101C:"After Clause 31, insert the following new clause—"
““REFERENDUM CAMPAIGN FUNDING
In section 125 of the Political Parties, Elections and Referendums Act 2000 (c. 41) (restriction on publication etc. of promotional material by central and local government etc.), for subsection (4)(b) substitute—
““(b) ““the relevant period””, in relation to a referendum, means the period commencing with the beginning of the referendum campaign and ending with the date of the poll.””””
The noble Baroness said: This amendment refers to referendum campaign funding and is another that deals with backdating for the period of assessing expenditure. It will amend the Political Parties, Elections and Referendums Act 2000 to keep the rules for assessing funding the same across the board. We would have as much difficulty knowing when a referendum was to be held as we would when an election was to be held. We would try to line up the provisions. We hope that the considerations given to and discussions on the previous amendments relating to retrospection might include and encompass this amendment. I beg to move.
