I agree that it is important for the Electoral Commission, either through guidance or its code of practice, to be very clear about what is included. I confess that I interpreted the amendment to want greater clarity about accommodation and administration. I was not absolutely certain what was included. We want the Electoral Commission to clarify precisely what is covered, through either the code of practice or the guidance.
I disagree that we need such a provision in the Bill; we believe the matter is already covered. The commission already has a power to produce the code of practice and I am sure that it will determine whether and when that is appropriate. It also has the power to produce guidance, which is of great importance. That is something we need to pick up with the Electoral Commission, which is an independent body. On the specific points of accommodation and administration, I agree that it is important that, when the commission publishes those matters, it is very clear to everyone exactly what it means.
