I am grateful to the noble Lord, Lord Rennard. We have had the opportunity to talk about this amendment outside Committee, and I understand the issue he is seeking to address. He knows too that this is an area we want to discuss with the main political parties to see if there are issues we can suitably concern ourselves with. The Electoral Commission has a big part to play in terms of the guidance it issues on this and any other point, and it acknowledges that it may sometimes be a matter of careful judgment whether an item is to be regarded as primarily concerned with a candidate or with a party. We need to continue to talk about this. I know the noble Lord wanted to put this concern on record in order that we could have that discussion, and I suggest that we have it before the next stage.
