It would not. I am grateful that the noble Baroness is enchanted. We were very alive to the difficulties that this might create. It was an Electoral Commission proposal which we wanted to take seriously. We felt it was right to see where support lay for this but, at the same time, to look at all the technical issues that would arise and not to approach this in any way. Had the noble Baroness not tabled the amendment, we would have sought and made sure that we had a debate on this in any event, because it is a very important issue.
We recognise that, having thought very carefully about the way this would work, there are serious technical problems. We would not in any way seek to impose them.
