My Lords, disappointing the noble Lord could not have been further from my thoughts, because he stopped me in the Lobby two days ago. Unusually, I anticipated his speech by covering it in my opening speech, where I gave a commitment to meet him so that we could discuss the issues. Indeed, as he will see when he reads Hansard, I devoted a considerable portion of my speech to the needs of disabled children. I hope that he does not believe me guilty of any disrespect. I believe that his remarks about the challenges facing the parents of disabled children are shared by all of your Lordships; they are certainly shared by the Government. I had directed to my remarks towards to them at the beginning; I look forward to meeting the noble Lord and I hope that we can find a satisfactory way forward on the issues that he raised.
On Question, Bill read a second time, and committed to a Grand Committee.
