My Lords, I, too, have a lengthy speaking note. If the noble Lord, Lord De Mauley, is happy for me simply to confirm what I have said in my letter, which will spare the House having to listen to a lengthy argument, I am very happy to do so. My letter set out quite clearly why requiring the Secretary of State to have this extra responsibility would add nothing to the Bill.
