My Lords, I thank the noble Lord, Lord Razzall, and my noble friend Lord Freeman for their comments, and the noble Lord, Lord Borrie, and the Minister for theirs. However, I am afraid we are still apart. There is a simple difference of opinion which can be distilled down to the fact that we believe the OFT’s powers are extended by the Bill and that there needs to be a balanced framework within which those powers are exercised, and the Government disagree. In those circumstances, I think it is appropriate to test the opinion of the House.
