It would be remiss of noble Lords in the Liberal Democrat corner of the room not to remark that this is possibly the first piece of United Kingdom legislation which has had to be changed because of the excellent introduction of the single transferable vote by the Scottish Parliament into local elections in Scotland, which is a great step forward, a great breakthrough on the mainland of Britain and the precursor of many changes to come, we hope. So, we very much welcome this small technical amendment.
