““(9) In section 10 of the Representation of the People Act 2000 (c. 2) (pilot schemes for local elections in England and Wales), after subsection (1A) insert—
““(1B) No order is to be made containing any provision authorised by this section unless a draft of the order has been laid before Parliament and approved by a resolution of each House.””””
The noble Baroness said: This amendment would amend the Representation of the People Act 2000. It would ensure that any pilot scheme designated under the terms of that Act or this Bill would be subject to the affirmative procedure of the House. I have already made clear my views on the subject of what might go on in the pilots, and we have discussed in Committee previously the possibility of leaving the pilots out altogether. None the less, if there are to be any pilots at any stage, they should be subject to affirmative resolution. I beg to move.
