I appreciate that it might not be a simple dichotomy; there may be a sliding scale. However, that is not an argument against a study to explore the range of the measure so that we can get a sense of the number of those for whom it is an absolute necessity and for whom it would be difficult, for the reasons that the noble Baroness has given. As I say, that is not an argument against a study but it identifies some of the problems that would need to be teased out in it.
