May I add a brief postscript? The noble Lord, Lord Greaves, has made an important point. In terms of postal balloting, there is an important distinction to be made between those for whom it is convenient and those for whom it is necessary. If some of the studies we carry out can distinguish between those so that we get some idea of the actual numbers, that would be extremely relevant in considering how to address the problem.
