I am very grateful for those comments. It would be interesting if the Minister could tell us which areas were putting themselves forward for these pilots. That kind of practical detail is something we would like to consider. The political parties will point out the inherent dangers of this because those who think that they will miss out will scream. It is very important that when that happens they are listened to and they are not just dismissed as political parties pursuing their own self-interest. On that basis, I beg leave to withdraw the amendment.
