I am grateful to the noble Baroness, Lady Ashton, and to my noble friend for their comments. I understand what the noble Baroness is saying. I was going to make a similar point about the different models being offered. It is an opportunity to reflect on what is being said and see whether some sort of combination might be derived from these proposals to see whether we might strengthen the Bill.
I understand the point made by the noble Baroness about the voluntary nature of the provision and those who might not participate. I can see it from the other direction because it would be a way of evaluating those groups that were not participating and checking whether or not there was a problem. I was looking at the matter from that perspective, so it could cut both ways. I fully understand the points the noble Baroness made. I shall not make any comments about us both being of a certain age where we therefore appreciate the value of ““Drop The Dead Donkey””. On that point, I beg leave to withdraw the amendment.
