I had better be careful about what I say, because it was my own council in Pendle four years ago. I believe that it was a question not of overall control but of the leadership of the largest party of the council being determined by events that happened in four wards, which I have talked about; indeed, I think that it is on the record in Hansard on the European Parliamentary and Local Elections (Pilots) Bill, which we had considered a couple of years ago. I am not going to go over it again.
