: We must be very strict with ourselves in not telling lots of canvassing stories, entertaining though we would all find them. What the noble Lord, Lord Brooke, has just said could be repeated many times. I want to say two things on the amendments. The noble Lord, Lord Campbell-Savours, asked me, I think, whether we could envisage a local authority being controlled in the way that he described.
