: We must be very strict with ourselves in not telling lots of canvassing stories, entertaining though we would all find them. What the noble Lord, Lord Brooke, has just said could be repeated many times.
I want to say two things on the amendments. The noble Lord, Lord Campbell-Savours, asked me, I think, whether we could envisage a local authority being controlled in the way that he described. That was answered by my noble friend Lord Goodhart, who said that it was perfectly possible theoretically. All I can say is that I think that I have observed exactly that happening in Lancashire.
