I am sorry if I did not make it clear to the noble Lord, but I said that if the noble Lord, Lord Greaves, felt strongly that the provision should be in the Bill, I would be happy to consider it further before Report. It is important, as the noble Lord, Lord Tyler, will well know, that we should have flexibility in the Bill, so that we do not lose opportunities in having to wait for the passing of another suitable Bill—in some areas of legislation, that does not happen too often. We have no difficulty with this at all.
We want to test things out as far as possible, for all the good reasons that noble Lords involved in local and general elections for many years will be fully aware of. A pilot gives one the opportunity to overlay various different factors and ensure that they all fit together and work well, as opposed to rolling them all out immediately. But I am happy to put this in the Bill, if that would make the noble Lord, Lord Greaves, feel better about it—or, rather, I will seek clearance to do so, because I cannot make that decision by myself.
