The purpose of the provision was simply to give the flexibility so that, if it was felt important to have a broader pilot, we would not be restricted by not having thought about that and put it in the Bill. I agree wholeheartedly with the noble Lord; we would not seek to impose it. It would defeat the object, in a way.
