Electoral Administration Bill

I apologise that we are a few moments late in starting. I need hardly remind the Committee that if a Division in the Chamber is called while we are sitting, the Committee will adjourn as soon as the Division Bells are rung and reassemble after 10 minutes. Before we start the formal business, the noble Lord, Lord Lucas, has made a request to ask a question. With the leave of the Committee, I should like to call the noble Lord to do so.
