My Lords, I am grateful to the Minister for giving way. He said that it would be an unfair administrative burden on local authorities but, in my postbag, it is those very local authorities which are asking for the date to be put back to the date in the amendment. How have the Government arrived at the decision that it will be fairer to local authorities to stick with the date they are proposing rather than the date in the amendment?
