My Lords, I, too, support my noble friend’s amendment. As a point of principle, I do not approve of retrospective legislation, but as the noble Lord, Lord Bradshaw, described succinctly, we are talking about special circumstances. If the Government do not accept the amendment, that will allow those intolerable activities to continue, and one of the major objectives—indeed, opportunities—of the Bill will be lost. I sincerely hope that the Minister will take on board those important points.
