My Lords, we support my noble friend in these amendments. The Minister in his letter of 7 March outlined to us that there are two different types of inspectors at present, one of which can deal with the group 1 offences and the other with group 2 offences. My noble friend said on another occasion that it was impossible to distinguish between the two. Could the Minister clarify that point?
