My noble friend has said that the Government will try to ““mitigate against”” it; that is, take into account problems that might arise in the data. The data is irrelevant the moment we begin to introduce those extraneous factors. The data is valid only when we look at it in its purest form: how many registered and in what proportion? We cannot start interfering and doctor the data from these pilots to suit any discussions that might be taking place. The data is as it is and cannot be interfered with.
