Would the Minister accept the idea of our Amendment No. 57, which proposes that the pilot should be that of postal voting? The first time it would be done, it would be done against the background of people who require postal votes. That would be done across the country; it is uniform; it would balance out all the problems of variables in geography and so forth, and it would test one specific form of voting. It is the sort of transitional scheme that the noble Lord, Lord Rennard, talked about, but it is also the one recommended by the Electoral Commission.
