The responses were not spontaneous in that sense. We asked whether certain areas would be interested in participating. As I have indicated, 10 authorities have said that they would be interested in taking the pilots forward. However, there is a lot more work to do to make sure that this work is appropriate and that the balance noble Lords seek is achieved.
