All this points to the fact that this is premature and that we should wait until the whole debate about national identity cards is sorted out so that we know where we are going. At least then we will have a reliable number. I can see the problem for the noble Baroness. Probably in her heart of hearts she realises that the national identity card number is the real answer, but, for all sorts of reasons, it is not possible to promote that in this debate, which is why she has picked on national insurance numbers.
