I am grateful for that constructive response, which I would be happy to discuss with the Minister. In response to the noble Lord, Lord Goodhart, there was perhaps an inherent conflict in what he was saying. On the one hand he said that it was harmless, and then he immediately admitted that there was a cost to it, hence the idea that we should sell it at profit. It imposes quite significant burdens in that sense. I would not say that it was harmless.
