I am sure that it could, which would address the point that the noble Lord raised earlier about wanting to ensure that this measure would affect only a few people. I did not address the question that the noble Lord asked. I do not know what the numbers will be. They will partly depend on how the consultations go in terms of who ought to be covered and the kind of evidence that ought to be provided, which will restrict them quite dramatically. There is no reason why the Electoral Commission could not collect that information.
