I thank the noble Baroness for all that; we have had an interesting discussion about this whole area. She has reassured us on the first point: that people will be able to go on the register if they are denied a position on the anonymous list. There is an interesting debate to be had about how you get on an anonymous list and the criteria. As she said, that will come with secondary legislation. We shall obviously withdraw the amendment today, but it will be interesting to read what has been said in Hansard and, if she has any more ideas and wants to reflect on the matter, she may let us know a little more. With that, I beg leave to withdraw the amendment.
