We do not want to prescribe that people have to vote in a particular way. However, the noble Lord is right, one of the things we are looking at is how you then deal with somebody who is registered anonymously. People who are very vulnerable try to live as normal a life as possible. We hope that one of the elements of living normally is to vote. I do not want to say that someone cannot come out of their house or whatever. However, we need to devise a system that will work. We are discussing that.
