Indeed, we will discuss those points as I know exactly where the noble Lord is heading on the matter. We are all agreed that the electoral register should be available to some people. In those circumstances the people we are discussing will be referred to by a number or some other designation, even to those organisations that would normally receive the relevant information. However, the groups that the noble Lord is directing me towards comprise people who might not want other people to have access to their data. That is a different matter. In the circumstances I am talking about even those who would normally be able to access a person’s name and address would not be able to do so. That is a very narrow group and needs to be tightly drawn for the reasons that the noble Lord, Lord Greaves, indicated.
